Oregon Lottery Took its Time with Release

The Oregon State Lottery had announced a few weeks ago that their mobile sports betting app called Scoreboard would be launched by the second week of October. The original launch date was supposed to be in time for the start of the NFL season but that did not materialize.

The casino is located in Lincoln which is two hours from Portland.

Despite the geofencing, a bettor does not need to be a resident of the state, they simply need to be located there at the time of their wager. Once you register for your account, you do not have to remain in the state once your wager has been accepted. The max wager is supposedly set at $250K but it remains to be seen if the Lottery will accept such a large single-game bet. The Lottery has stated that it is at their discretion what amounts they will allow on a single wager. That $250K figure is the maximum amount that can be deposited into an account.

The Revenue Generated by Scoreboard Will Help Public Employees

Politically speaking, one of the biggest talking points in Oregon is the $27-billion-dollar debt the Public Employee Retirement System (PERS) is currently operating under. The decision as to where tax revenue from sports betting go is up to the Lottery. With that in mind, they decided to dedicate it toward the Employer Incentive Fund which was a strong political move on their part.

The Employer Incentive fund matches employer contributions to PERS. Last year, more than $725 million from the Oregon Lottery went to local programs.

The Oregon Lottery plans to rollout self-service betting kiosks at lottery retailers in 2020. They also have plans to bring back their old parlay betting game that they ended back in 2007. The game was called Sports Action and was specifically for NFL games but in order to place a wager, bettors had to go to lottery retailers to buy a payslip.

The Oregon Lottery ended the game because the NCAA threatened to forbid the state from hosting March Madness as long as they had sports betting. If you’re wondering how they were able to have a form of legal sports betting before PASPA being struck down, it was due to the fact that Oregon was 'grandfathered in' along with the state lottery sports betting games in Delaware and Montana.

This Scoreboard app launch also makes Oregon the first state in the west coast to offer live, legal mobile sports betting. None of Oregon's neighboring states are close to launching legalized sports gambling so it will be interesting to see what the first-month handle looks like.
